About the Author 

Kenneth Winston Starr (July 21, 1946 – September 13, 2022) was a distinguished American lawyer and jurist who served as Independent Counsel from 1994 to 1998, tasked with investigating the Whitewater affair and related Clinton controversies. Before that, he held significant legal roles including U.S. Solicitor General (1989–93) and Judge on the D.C. Circuit Court of Appeals (1983–89). Starr’s four-year investigation culminated in the controversial Starr Report, which triggered President Clinton’s impeachment. Afterward, he transitioned to academia, serving as Dean of Pepperdine Law School and later as President and Chancellor of Baylor University. His career, however, ended with upheaval amid criticism over Baylor’s handling of sexual assault allegations.
